Tutorial to Create a Roulette Wheel in Photoshop
Step: 9
SHIFT+F5 to bring up the Fill screen and choose ‘50% gray’ from the menu. Now go CRTL+U to open the Hue/Saturation screen. This is where we can change the color of our circle.

You can see here that we have added a radial gradient effect. This is very easy to do. First press ‘G’ to activate the gradient tool. Now at the top of the canvas some options appear. Make sure you have ‘Radial gradient’ selected, and that you click the ‘Reverse’ check box. We are going to drag the gradient tool from the center outwards, so the middle is lighter than the edges.

What we can do now is to add a Bevel effect. You do this by highlighting the layer (so it’s blue in the layers panel) and clicking the little f at the bottom. When you click this little icon, a menu drops down. Click ‘Bevel and Emboss’ and this screen appears.

Now go back to the Paths panel. We don’t need the numbers path so you can get rid of it if you want. If you can’t see the path, hit SHIFT+CRTL+H. Now hit CRTL+T to transform it. You can see here that I have scaled it up.
Step: 13
Make a new layer on top of the green background, go back to the paths panel and CRTL+ click the work path. This gives us our selection. To fill it with black, hit SHIFT+F5 and choose black from the drop down menu:

Now we are going to make some separation bars. Make a new layer, hit ‘M’ to activate the Marquee Tool and drag it across the black layer as in the image below. If you want to position the selection perfectly, go Select->Transform selection and move the handlebars.

Fill the selection with 50% gray (SHIFT+F5) then use the gradient tool to create the effect of shadows.
Step: 16
Now copy this layer, CRTL+T to rotate it 90ยบ, and re-position it like so:
