Step: 1

First of all, open a new document (CRTL+N) and make the canvas really big. We will make it smaller later on but it’s always a good idea to work big and reduce than work small. Also, I have changed the resolution to 72 ppi. This is plenty for web images.

Step: 2

SHIFT+U to cycle through the shape tools. Stop when you get to the Ellipse tool. When you select it, you get some options at the top of the canvas. Make sure you click ‘Paths’, then SHIFT+drag to create a perfectly round circle.

Step: 3

This is great news; if you activate the Type tool (T) then move the cursor over the path, we are able to use the path to write with. Create some numbers that you normally see in roulette wheels. Don’t worry about the color as we will change that later.

Step: 4

Ok, let’s do the background. Change the foreground color to a nice dark green, then go FILTER->Add Noise->Noise. Don’t forget to highlight the background layer first!

Step: 5

That done, let’s add some texture. Go->FILTER->Brush Strokes->Crosshatch. You can use these settings or create your own.

Step: 6

Now when we used the path to create the numbers, photoshop made a new path. Now highlight the ‘Work Path’, CRTL+T to activate transform mode, and scale it down a little.

Step: 7

Still in the Paths Panel, CRTL+click the work path layer to create a selection. Now go back to the layers panel and make a new layer onto of the green background:

Step: 8

If you want to modify the selection, go Select->Transform selection. This also allows us to find the exact center of the circle. CRTL+R to make sure the rulers are visible, then drag from the left and top the guide lines:
