Preview:

Step 1:

Open up a new document in photoshop by pressing CRTL+N, and make it 800×600. When e want the Elliptical Tool. It will probably be hidden under the Marquee Tool, so hold SHIFT and hit M until a circle appears. Select it and draw a circle. To get a perfect round shape, hold SHIFT while you drag, as this constrains the aspect ratio.

Step 2:

Hit B to activate the paint brush, then click the brush tab at the top of the screen. This is where you can modify all your brushes to make unlimited variations. On the first screen, ‘Brush Tip Shape’, we move the Spacing to 50%.

Step 3:

On the next screen, ‘Shape Dynamics’, we make the size of the brush a little more irregular.

Step 4:

Turning on ‘Scattering’ breaks up the brush even more.

Step 5:

Once that’s done we can begin to paint. Try to keep the brush outside the selected circle, and leave spaces where you can.

Step 6:

Once you are happy with the outside of the postage mark, press CRTL+D to deselect the circle, then press T to activate the Type tool. Type the name of the city you want to use.

Step 7:

Click the ‘Create warped text’ icon (circled red) and choose ‘ARC’ from the drop down menu when the pop up screen appears. Bump the Bend amount up to 100%.

Step 8:

Press V to activate the Move tool, then CRTL+T to enter Transform mode. Click the little chain at the top of the screen between Width and Height. This locks the Width and Height so you can reduce both dimensions at the same time.
